  • Ability to recognize and react to general and task specific abnormal operating conditions

  • Determine information retention (knowledge)
  • Document performance competency (skills and abilities)
  • Confirm the ability to recognize and react to Gas or Liquid AOC's
  • Verify competency of individuals to perfrom covered tasks acording to the regulations and operator policies

Do contractor employees have to be in compliance by the same date as employees of operators? 

  • It is the operator's responsibility to ensure that every individual, whether employed by the operator or by a contractor who performs a covered task on an operator's pipeline facility on or after the compliance date (October 28, 2002), must either be qualified to perform those tasks or be directed and observed by a qualified person
